The Forum

The Himalayan region, often referred to as the Water Tower of Asia, is the source of several major river systems that sustain millions of people, support biodiversity and contribute to regional economic development. However, climate change, glacial retreat, extreme weather events, unplanned infrastructure development and increasing pressure on river ecosystems pose significant challenges to the long-term sustainability of Himalayan rivers.

Recognising the need for integrated river governance and regional cooperation, the SAIARD–IIRA proposes to establish the Himalayan Rivers Forum (HRF) as its flagship initiative. The forum will serve as a collaborative platform connecting Himalayan states, government institutions, research organisations, policymakers, industry experts and local communities to advance sustainable river management and climate resilience.

Vision

To establish a collaborative regional and international platform for strengthening the ecological sustainability, climate resilience and integrated governance of Himalayan river systems through science, policy, innovation and community participation.

Key Objectives

  • Regional Cooperation: Foster collaboration among Indian Himalayan states and neighbouring Himalayan countries on shared river-management challenges.

  • Policy and Governance: Facilitate evidence-based policy dialogue and integrated river basin management.

  • Research and Innovation: Promote collaborative research, geospatial technologies, GeoAI and digital river-monitoring systems.

  • Climate Resilience: Strengthen preparedness for glacial lake outburst floods (GLOFs), flash floods, landslides and other climate-induced hazards.

  • Community Engagement: Encourage community-led river conservation, indigenous knowledge integration and sustainable livelihoods.

  • Institutional Partnerships: Build a network of government agencies, academic institutions, development organisations and international partners.

Key Focus Areas

1. Integrated Himalayan River Basin Management

River basin planning, environmental flows, watershed restoration, sediment management and inter-state cooperation.

2. Climate Change and Disaster Resilience

Glacial retreat, GLOF risk assessment, flood forecasting, early-warning systems and climate adaptation.

3. River Ecology and Biodiversity Conservation

River health assessment, aquatic biodiversity, pollution monitoring, ecological restoration and sustainable hydropower practices.

4. Geospatial Technology and Digital River Intelligence

GIS-based river mapping, remote sensing, GeoAI, hydrological modelling and digital river information platforms.

5. Community Resilience and Sustainable Livelihoods

Spring rejuvenation, community-based conservation, traditional ecological knowledge, water security and nature-based livelihoods.

6. Transboundary Cooperation and River Diplomacy

Knowledge exchange, cross-border research, collaborative basin planning and regional partnerships for sustainable water management.

Our Flagship

The Himalayan Rivers Dialogue, a flagship initiative of SAIARD–International Institute of River Affairs (IIRA) under the aegis of the Himalayan Rivers Forum (HRF), aims to foster regional and international cooperation for sustainable Himalayan river management. It will bring together policymakers, government institutions, researchers and development partners to advance evidence-based policy, integrated river basin planning and climate-resilient practices. Through collaborative dialogue, scientific innovation and knowledge exchange, the initiative seeks to strengthen river governance, ecological conservation and community resilience across the Himalayan region.

Organisational Framework

The forum will operate under the institutional leadership of SAIARD–IIRA, with a dedicated secretariat and a proposed advisory council comprising representatives from Himalayan states, scientific institutions, universities, government agencies and international organisations.

Participation will be encouraged through institutional partnerships, thematic working groups and voluntary cooperation. Through this initiative, SAIARD–IIRA seeks to strengthen cooperation between science, policy and communities towards a sustainable and resilient future for Himalayan rivers.
